Allow to define a global banner

We should be able to define a global banner for the site, inherited everywhere we need.

Unfortunately, the behavior is not usable on Plone site root.
Thus, if I have 10 contents and want the same banner everywhere on my site, I need to edit the 10 contents and define the same banner.

Couldn't we say that if Plone site root has a default view object, the banner defined there is used as "global" ?

My first thought is that if @jaroel's work on making the Plone site root a dexterity object is done, then it should become possible to apply this behavior to it. There might be a few bugs to fix to c.b.banner at that point, but it shouldn't be too challenging.

Is it worth a pull request ? or do you prefer to wait for Plone to be a Dexterity object ?

I'd make a PR. The DX site root isn't done yet and won't be in short term.

I realized that there is a problem with this idea of "global banner" : when the site is multilingual and has language folders, it's not possible to define a default view object on the Plone site root.

Thus the banner is not shown on views displaying at root (search, plone_control_panel, 404 error, ...).

In that case, we should get the default language of the site and search for the banner in that folder.
