[Suggestion] Working Group Landing Page

Description

When navigating to https://tag-security.cncf.io/community/working-groups/ there is currently no landing page for working groups. Suggesting that we create a community/working-groups/README.md that describes some information about the intent of a working group - possibly even responsibilities and expectations?

Impact

Better discovery of existing working groups. Better understanding of requirements of a TAG sponsored WG.

Scope

Determination of what information we could be exposing about current and future working groups.

Agree with this need. Currently don't have time to create it, but available to support or advise as needed.
