Blocking communication with some activity modules mod_hvp / LTI 1.3 / Language pack

Here are the different tool we have used and experience failure due to the outage manager being active:

• LTI 1.3 connection Moodle to Mahara
• mod_hvp loading activities

the source is showing the iFrame with the maintenance message

• Importing new language pack (/admin/tool/langimport/index.php)

Unable to connect to the download server. It is not possible to install or update the language packs automatically. Please download the appropriate ZIP file(s) from https://download.moodle.org/langpack/4.4/ and unzip them manually to your data directory /var/lib/sitedata/lang/

• Zoom LTI's failing to load

Internal Server Error

Switching off the outage manager, make those plugin working normally again.
