Windows 11 `error(win32): failed to initialize common controls`

When I run my application which is just the template app on windows it opens powershell in which it prints error(win32): failed to initialize common controls, and then a bit later it opens the window.

The issue can likely be fixed by providing a .win32_manifest file to addExecutable in build.zig.
