Currently, my rooms will supply creeps for all active operations, even if there is not enough energy to supply all those operations.

The main examples are Build and Upgrade. Even if the energy supplies are low, it will still waste energy building Haulers/Upgraders to upgrade even if it never gets any energy during its lifespan.

It would be better to allocate a certain amount of energy over time to Upgrading, and only build enough Upgraders to utilize that energy (or none if none is allocated).

Same with building.
