I have a two-project backlog of annotated maps that I would love to be able to post, and to be able to offer as a story type down the road.
The functionality I am looking for is to present the map with a series of hot spots (ideally ability for both points and polygons) which, when clicked, open a window with rich text and image embedding.
@garrettdashnelson, we had previously talked about this in terms of leveraging the IIIF annotation standard. My concerns there are that different IIIF viewers seem to handle annotations very differently (often treating it as a transcription of text for searching purposes), do not appear to be a great choice for formatting and media embedding, and plugins like annotorious seem more geared toward providing functionality to users rather than creating a polished presentation. You are much more informed than me on this topic however!
One thought I have had is to approach this using something like leaflet instead, where the historic map is used as a baselayer like this very simple example, which I worked up using the leaflet plugin for allmaps.
