is adb automatically enabled by apatch?

property persist.sys.usb.config is always set to adb after reboot though it was repeatedly set to other values manually.
adb option in system settings is always set to on after reboot
adb daemon allows connection even property ro.adb.secure is 1 and adb cert is dropped from both sides.

i've disabled all APMs and have no KPMs
i'll revoke all superuser permissions and see if this condition continues appearing

i finally recovered origin boot image and the problem still exists
i'll keep finding the reason
