Docker Container for Submitting SLURM Requests

Problem

The slurm submit nodes offered by UCHC that is public to everyone experience significant turbulence because regular users often perform destructive tasks on these nodes.

Solution

Have our own dedicated submit node contained within a docker container. This will allow complete assurance of availability, finer grained control, and less network hops since its internal to the cluster.
