Fix "Top 10" label showing up on >10 neighborhoods cards #784
Description
The "Top 10" label is displaying for all neighborhood popover cards in the map as well as occasionally in the neighborhood card list display. We should only display this label for neighborhood cards and popovers that are in the top 10 of neighborhood recommendations. Fix to ensure label condition works as expected.
