Create Jira Ticket from TODOs/FIXMEs in code

Is your feature request related to a problem? Please describe.
I am interested in a feature that adds a button next to TODO/FIXME comments in the IDE.
When clicked, this button will open a menu to create or assign a JIRA ticket to this comment.
The action then updates the comment with a syntax that the Jira extension can read and display the ticket information on hover or link it in the sidebar.

Combining the JIra compatabilies with the features of a addon like: TODO tree
