Zarr Image Format Support and Versioning

Support for Zarr and OME-Zarr increasingly common in archive community, want image standards to support this.
Increasingly, need means to version data for release and revision.

• Stable releases with DOIs or similar identifier
• Example is DANDI archive https://github.com/dandisets/000108
• Decide on preliminary version scheme- for example static checkpoints with identifiers
