Migrate atkMatrixLibrary to READ all atk-matricies supplied matrices?

At the moment atkMatrixLibrary includes some hard coded matrices (i.e., the Wiggins 5_0 decoders) that are also distributed via atk-matrices.

In the long run, loading these distributed matrices would reduce redundancies.

Also... atkMatrixLibrary could handle the reading of hoa1 matrices, too.
