[Docker] Extremely high pull rate? #384

Now that we switched to Docker Pro, pull rate limit is not an issue anymore.
However, our pull rate is very high.
Our base image already has 2.4K pulls.
A high pull rate can be expected for base, since all other images are build on this in our Workflow.
However, this rate is really high, and I wonder if it can be reduced.
