Need some clarification and assistance about the design of KVBM

Does the global_registry in KVBM propagate the current block and its sequence_hash to all nodes for registration, thereby enabling global sharing of the KV Cache?
For storage across different tiers, are all resources initialized as Block IDs and stored in the Inactive Pool during initialization? Are the access interfaces for different storage tiers consistent? Does Dynamo perform any abstraction or translation for this?
