Investigate Work Required To Enable Windows EXE Installers

Investigate & scope the work required to initially ship both MSI & EXE based installers to allow the implementation of

Potentially to be trialled in the March release cycle.

Scope Of changes:

• Additional software required in build machines & windows build docker images
• Changes to package and artifact production jobs in jenkins pipelines
• Changes to signing to sign both MSI & EXE artifacts
• Changes required to API to serve both artifacts

We now have the PR Merged with the tools/packages required to support building windows installers as exe files, via InnoSetup..

Here is a summary of the tasks required, to enable this at Adoptium ( this could replace or be in addition to the wix msi based installers currently produced )

Required Tasks:

1. Install & Configure Inno Setup physical build nodes and dynamic windows build images.
2. Create jenkins pipeline code to provide equivalent functionality of that used by wix ( equivalent of the wix one
3. Amend ci-jenkins-pipelines to call either one/both of the jenkins files, and amend jobs to sign and publish one/both of the built installer artifacts.
4. Test, Test, Test
