Enable experimental --with-arith

According to 1.4.7 changelog --with-arith experimental option is available if compiled with support to it.
Can you please build it with such option?

Sorry, I don't have the time or plans to enable experimental flags.

I would accept a clean PR assuming it doesn't change the default build.
