40-percent-of-web timeline is not intuitive

When hovering over the text in the timeline, we can jump to the corresponding section. When I hover over the year, this option is not offered.

I therefore have to navigate criss-cross to the text with the mouse, and since the year is not linked but is highlighted when I hover over the text, some people may be confused.
I would like to see a link to the corresponding section when hovering over the year.
