Make : Loads Google Tag manager without consent

The make.wordpress.org site is loading Google Tag manager without any [consent mechanism](https://support.google.com/tagmanager/answer/10718549?hl=en) in place, which in turns loads Google Analytics.

There should be consent for this for GDPR and other local laws?
