Add user settings

As a user, I want to be able to set an API token for Shortcut, so that I can take advantage of Shortcut Assistant features. 

## Acceptance Criteria

1. There is a settings option in the FAB list
2. Clicking that option opens a dialog where users can enter and save their API token
