Allow changing content loaded from a template prior to sending

What I want to be able to do: Use a templated reply, but also customize the response.

Why? Sometimes some additional information may be useful for the requester.

Current workaround: Use a template, copy all the text, change to custom reply, paste the text, amend the text.

How I'd like this to work:

1. Click on "send a reply to the user" in the "Send a templated reply" section
2. Pick a template
3. (NEW) Be able to edit the text area the template is displayed in
4. Click submit to send my modified reply
