Admin interface: Forests need to input and edit information about their forest and the permit for reporting and financial purposes

Background
For the MVP, we've manually added this information to the seeder file for each forest. Beyond the MVP, we want to let forests input and edit that information themselves. This story (which may be more of an epic) covers the design and development of admin interface that lets admins customize their forest's data and permit info. For example, rates, product codes, permit conditions, job codes, SPU data. This is for forests inputting info, and is separate from issues about forests logging in to look at permit transactions.
