[ui5-button]: A disabled button shows hover styling

Bug Description

When the disabled attribute is applied to a button, the button still shows a hover effect (a slight border appears) and the cursor changes to a pointer.

Expected Behaviour

A disabled button should not show hover styling and the cursor should not change to a pointer.
However, the tooltip must be shown.
