Ensure all the trans-unit nodes in English are created in localization files

- The localization files (packaged) must contain all the `<trans-unit>` nodes from the source file.
- If from the Crowdin pov the label is not considered ready/translated/approved, then it's totally fine that the corresponding `<target>` label is left empty (= untranslated in TYPO3), but **it must be present in the l10n package**
