The CentOS image on dropbox is not available anymore. So the box can not be created.
Tested the box with the regular CentOS 7 and installed the vagrant berkshelf plugin but then the box is failing with the message undefined method `cloud'
Don't know who own the dropbox but the box would be helpful ;)
