What's with all the open PRs?

[God-damnit-all]

I know it's not unusual for a major project to have a lot of open PRs, but this seems like an awful lot for such a simple codebase. A lot of them seem to be complete but are just never followed up on.

The reason I'm wondering this is because I wanted to contribute something, but I don't want to constantly have to fix merge conflicts as other PRs are merged, if anyone ever gets to reviewing my code at all in the first place.

What's going on?
