[Feature Request] Keep Full Screen on top when using a second monitor

When clicking anywhere on the monitor that isn't the one being used for Full Screen, RALibretro minimizes. I would like this to not happen so I can do stuff on my second monitor.

Tried softwares like "Always on Top" and "Deskpins" that didn't work.

What you're basically asking for is a borderless window mode. We use SDL2 for our window management stuff. I don't know how difficult it would be to implement something like that.

But two things spring immediately spring to mind:

1. RAlibretro is developer-first, and developers almost never run in full screen because they'll be using the toolkit windows
2. Can't you just maximize the window if you really want to be doing other things at the same time?

Borderless window fullscreen in SDL2 is simply using SDL_WINDOW_FULLSCREEN_DESKTOP instead of SDL_WINDOW_FULLSCREEN (which is already done... so RALibretro should be using borderless window fullscreen regardless).

If anything, this is probably the fault of the fact RALibretro just uses OpenGL to output the emulator image. OpenGL drivers (reportedly mainly with AMD GPUs) can just be potentially buggy when dealing with fullscreen with multiple monitors. Although "minimizing" would be a new one for manifestations of this kind of bug.
