not all issues past due are listed in notification email #3

It happens to only list part of over-due issues.

i.e.
An issue is assigned to UserB, and UserB recieves a mail which lists some other over-due ones except this one.
However, if the issue is later watched by another user, said UserA, both of them will receive a mail notifying them the over-due issue next day.
