Error Code 2002-0007

Error says please try again later, I did all the instructions on Setup. romfs\skyline\plugins\libarcropolis.nro and exefs\main.npdm and subsdk9 files all there idk what causes this. I haven't downloaded any mods yet I was just launching ssbu (13.0.3) to check if arcropolis works.
