[feature] Pocket Computer OffHand UI Access

So with base CC:T, when a pocket computer is in the offhand, it doesnt open the full (mouse) UI, instead redirects keyboard input to the pocket computer, this is useful for remotes and such

however in CC:TP, it opens the UI regardless
