Add a button "Suggest a new script"

I think the https://phoenicis.org/apps page requires at least one Suggest a new script button.
This button should lead the user to https://github.com/PhoenicisOrg/scripts/pulls, where he can create a new PR.

I suggest, that we add such a button at the top of the application list and at the end.
