Remove puppet connect feature

Does this bolt built-in plugin and associated built-in module have any real utility outside of Puppet Enterprise? If not, we should probably remove it from OpenBolt.

modules/puppet_connect/README.md mentions ‘Puppet Connect Docs’ but I’m unable to work out where they are:

This module provides the puppet_connect::test_input_data plan, which is used to test that the provided Puppet Connect input data is complete. The module should be used exactly as specified in the Puppet Connect docs since it is designed for a highly specialized workflow.

What is the ‘highly specialized workflow’? I suspect it's used by the PE console (and perhaps other built-in management tasks and plans) to provide a list of targets separated via connectable and not?

I have it on good authority that puppet connect never even launched. It's fully dead code.
