This ticket is a breakdown of a larger issue reported in [#3564].
When opening the attached Excel file, dates that are originally formatted using the Arabic (Algeria) locale are not preserved. Month names automatically switch to English, which breaks language consistency in Arabic financial spreadsheets and affects readability.
This behavior differs from Microsoft Excel and is noticeable without changing the file content, font size, or zoom level.
