Publish python package

Since you've forked the repo I hope it will be a bit more active. Hence would like to suggest packaging python package.

This can be easily done via flit.

I am planning to do so. I have not decided yet if it would make sense to also change the actual package name to sip_parser2 to avoid clashes with the original package.
Thanks for the pointer to flit, I did not know it yet!
