Enhance percell timing

### Description

Right now the percell data is sent at haphazard rates.  Lets make satandard delays between sending of cells and diagnostics.

### Acceptance Criteria

There should be a 0.5Hz min refresh rate of every datapoint, higher as long as lag is not observed.

### Proposed Solution

Set a variable in the shep_tasks that osDelays based on that.
