Add automated deploy to CircleCI build

We currently have tests running in the build. To support this it looks like we'd want to:

- Only release on tags
- Re-use the cache from the build step
- Publish to PyPI using securely stored credentials in CircleCI
- Publish a notification to Slack, if possible with our org configuration
