Add maximum resolution to best setting

If you don't use the best setting it often fails to download the video track, but if you use best then it could download a 4k video which is unnecessarily large, and takes forever download.

I think a being able to set a maximum limit for best would be very helpful, so say their is a 4k or 8k video in a large playlist, but you only want 1080P videos at most so you set the maximum resolution to 1080p so any videos with smaller resolutions will download just fine, but any videos over 1080p will be downloaded at equal to less then, or no greater then 1080p.

resolution options ideally would be:
8k
4k
1080p
720p
640p
480p
360p

and a way to select of 30 or 60 fps so if one desires to only download the 30fps option they can do so (video looks the same but usually half the size).
