Open netcdf4 and h5py version restrictions

Describe the bug
There is currently a bug within the newest versions of netcdf5 and h5py. PR #277 is restricting the versions of those packages for new installs. As soon as the packages have been updated those restrictions should be lifted.

h5py 3.15.1 was released a couple hours ago and should fix crashes recently seen on macOS. Hopefully this will help sorting out remaining issues with netCDF4

@neutrinoceros - Thank you for the heads up! Unfortunately, upgrading h5py to 3.15.1 didn't resolve the issue for us. We are still getting an OSError when trying to load a NetCDF file. Have you tried h5py==3.15.1 + netCDF4==1.7.2 ?

Any chance this isn't actually deterministic, and it just happened to fail on a single run ? Have you tried re-running it ? In any case, I think these results ought to be reported back to netCDF4's issue tracker

I tried re-running it a few times now. No change, python=3.10 is always failing. I'll link this issue in the netCDF4 issue.
