Create doc for expose per Pod GPU metrics collected by dcgm-exporter to include DRA information

We should review the discussion topic, #652, and create a doc that covers these steps.

To Do:

• Check that these steps are still correct
• Create MD file of steps to add into /docs folder
• Update discussion to point readers to new docs, mark discussion as closed.

@guptaNswati is there any code changes needed in the dcgm exporter for this?

yes. dcgm-exporter needs to support both v1beta1 and v1 api and also needs update in gpu-operator for right permissions. I dont think we need any doc on it.
