Your notes mention cutlass 4.x only:
Note: CUTLASS 4.x builds are known to be down on Windows platforms for all CUDA toolkits. CUTLASS team is working on a fix.
What I am reporting is a WIDER problem:
Cannot build Cutlass on windows, new(4) or OLD(3.2)
