PR #3145 implements this.

The change is two files:

• scripts/performance/argument_parser.py — adds --te_precision_config_file to the performance argument group
• scripts/performance/utils/overrides.py — in set_user_overrides(), loads the file via megatron.core.quantization.utils.load_quantization_recipe() and sets recipe.model.quant_recipe

TransformerConfig.quant_recipe already exists in MCore, so no model-level changes are needed — this just exposes the same control surface that MLM's --te-precision-config-file provides.
