Describe the bug

A clear and concise description of what the bug is:

Trying to add blur to the title bar of Win32 apps doesnt add any blur, but adding blur to Modern Apps like File Explorer and Paint work.

To Reproduce

Steps to reproduce the behavior:

1. install Windows 11 24H2 OS Build 26100.7623.
   2.install DWMBlurGlass and the symbol files.
2. try and increase the blur.

Additional context

using DWMBlurGlass 2.3.0 wouldn't do anything to the title bars of ANY apps, but upgrading gives this weird bug.

This has been a known issue with 2.3.1, try the beta versions of 2.3.2
