Borders are completely transparent on some programs

Describe the bug

A clear and concise description of what the bug is:
When using Extend effect to borders (Windows 10) in tandem with Bring Back the Borders!, some programs will not render the glass effect while others do.

To Reproduce

Steps to reproduce the behavior:
Enable Extend effect to borders
Enable Bring Back the Borders! and Force thick frames on Windhawk

StartAllBack, Windhawk (Bring Back the Borders!/Force thick frames are the relevant mods)

Additional context
As far as I can tell, this affects every window that does not have a "custom" titlebar.
