Add public standalone PrintToSingleFileHtml proof for the licensed sample corpus seed

Summary

The licensed icon-editor-demo-canaryprobe-print provisional seed still points at public added-VI evidence, but it does not yet have a focused issue tracking the remaining public PrintToSingleFileHtml proof needed for promotion.

This follow-up keeps the blocker explicit: prove the repo-owned BSD-3 PrintToSingleFileHtml payload on a licensed added/deleted sample with a public workflow run, then let #1467 promote the seed from provisional to accepted.

Acceptance

• Produce at least one public successful workflow run that exercises PrintToSingleFileHtml against a licensed added or deleted VI sample.
• The proof must reference the repo-owned payload provenance already tracked under fixtures/headless-corpus/operation-payloads/PrintToSingleFileHtml/.
• Update the relevant sample corpus target so its remaining blocker is only policy promotion, not missing public proof evidence.
• Keep #1467 as the outcome lane until the sample itself is promoted.

Created #1621 as the sharper prerequisite for this lane. The repo-owned PrintToSingleFileHtml bundle is still licensed source-only and does not yet contain runnable GetHelp.vi / RunOperation.vi, so the public standalone proof tracked here remains blocked until that payload-authoring slice lands.

Continuity note: #1617 remains open as the downstream public standalone proof lane, but it stays blocked until #1621 lands the runnable repo-owned payload files that make the proof executable.

#1628 now tracks the missing automation prerequisite between the native-authoring blocker in #1624 and the outcome lane in #1617.

That split is intentional:

• #1624 stays open for the repo-owned runnable payload files authored natively in LabVIEW
• #1628 is the active standing automation lane for the NI Linux custom-operation runner and proof wrapper execution path
• #1617 remains the public-proof outcome lane until a real successful run exists

Evidence produced locally:
