Support exporting to SVG

It would be nice if WeasyPrint could export to SVG as an alternative to PDF. (My use case is converting an HTML file, which contains some embedded SVG images along with other content, into a single SVG image.)

Not sure how complicated this would be, but at the very least it would (I assume) eliminate most of the processing of any SVG images inside the HTML page.

We actually dropped Cairo some time ago to focus on PDF output, we won’t come back to multiple formats. But you can already get a SVG from the PDF generated by WeasyPrint using pdftocairo provided by Poppler.
