Latest commit 59ae973 does not build on Win11 x86-64

I'm just following the instructions without any modifications: https://github.com/JetBrains/jcef/issues

The build seems to complete all the way through the C++ part but fails when trying to compile the Java. The main issue appears to be: `[javac] %JCEF_ROOT%\java\module-info.java:3: error: module not found: jogl.all`
