Establish Trusted Committers concept for this repo

For the InnerSourcePatterns we have definition a small group of Trusted Committers (TCs) and a process around that.

One thing that it helps with is that those TCs will get notified automatically when new PRs come in. (requires configuration in .github/CODEOWNERS)

I am wondering if this repo here would also benefit from such a process?

It would further help people who find this repo to understand who they should reach out to if they find any issues on the website.

@rrrutledge you were the one that merged my first PR with a typo fix for the website :) So I figure might have input on this topic too.

Can be figured out at the new version of the site when we'll divide the site into the WG sections.
