Bob rebuilds all objects not only the ones that have a changed source file

Using makei build, all source files in my project get rebuilt, not just the new/changed ones.
Source files are local, working and deployment directory are on the IBM i IFS.
For now, I'm not using dependencies in my Rules.mk files.

What timestamps does BOB use to decide whether or not to rebuild objects?
