wayland.desktopManager.cosmic.compositor.descale_xwayland is not just a boolean

Currently wayland.desktopManager.cosmic.compositor.descale_xwayland is a boolean, but it can actually also have the value fractional.
Currently mkRON "raw" "fractional" works as a value though.
