[Bug]: Explore how to enable the cloud build cache

### What happened?

https://github.com/GoogleCloudPlatform/DataflowTemplates/pull/2962 disables the cloud build cache since the cache could be corrupted. We should re-enable the cache if possible.

The internal bug (b/457761497) tracks some timing comparisons.
