Examine which arguments to functions can be defaulted

@wddgit [observed](https://github.com/Framework-R-D/phlex/pull/60#discussion_r2479317346) that there are some variations in the implementation wrt. the design document.  We should discuss which API we expect to be used in light of the restrictions imposed by C++ (Python is more flexible and unlikely to be a problem).
